<p><P>PROBLEM TO BE SOLVED: To solve the following problem: manipulated variables of an actuator satisfying request related with running speed for a vehicle or a change in the running speed are not necessarily optimum for reducing fuel consumption. <P>SOLUTION: When a request for reducing the running speed of the vehicle to a predetermined speed is issued, various deceleration for reducing the running speed of the vehicle to the predetermined speed is set. Then, gear stages for minimizing fuel consumption among the gear stages of an automatic transmission 14 for achieving those deceleration are set respectively. Then, the deceleration for minimizing the fuel consumption is set from the set deceleration of the gear stages.
