PROBLEM TO BE SOLVED: To reduce termination frequency of a connection request to a server in the case where DoS attack is made by a malicious user in the ad-hoc network. SOLUTION: In the network load reducing system within the network constituted with user terminals, an address management server for distributing address information to user terminals, and relaying terminals for relaying communications between the user terminals and the address management server or within the network constituted with user terminals and the address management server for distributing address information, the address management server receives a connection request from a user terminal via a relaying terminal and transmits a connection response to the user terminal after execution of the process to delay the connection request for the period, after reception thereof, until the address information is transmitted as the connection response.
