PROBLEM TO BE SOLVED: To provide a phase-change optical recording medium wherein a large capacity and high speed recording are possible and satisfactory rewrite property is obtained.

SOLUTION: An information recording medium is provided with: a substrate; a first dielectric layer provided on the substrate; a first interface layer which is provided on the first dielectric layer and formed of either a material containing hafnium oxide and stannic oxide or a material containing hafnium oxide and chrome oxide; a recording layer which is provided on the first interface layer and formed of a phase-change material; a second dielectric layer provided on the recording layer; and a reflection layer provided on the second dielectric layer.
