<P>PROBLEM TO BE SOLVED: To appropriately control a transmission rate. <P>SOLUTION: An initiator 21 transmits a QosNull packet to a responder 22 in a transmission inhibition section, receives an ACK packet storing information corresponding to a communication environment when the QosNull packet is received in the responder 22, which is transmitted from the responder 22, and transmits a DATA packet storing the data of a prescribed data length to the responder 22 at the transmission rate corresponding to the information corresponding to the communication environment stored in the received ACK packet. The data length of null data for instance stored in the QosNull packet is shorter than the data length of the data stored in the DATA packet.
