PROBLEM TO BE SOLVED: To provide an image processing method, an image processing device, an image forming apparatus, a computer program, and a recording medium recording the computer program capable of generating a half-tone image which has less density unevenness or surface roughness and in which dots in a highlight area are hard to be perceived, and capable of improving image quality. SOLUTION: A peripheral pixel determination part 289 extracts a peripheral pixel block at the periphery of a target pixel comprising a plurality of quantized pixels, specifies a low gradient at the periphery of the target pixel based on a quantization value of each pixel of the extracted peripheral pixel block, and outputs a determination signal. A quantization processing part 282 selects a proper quantization table from among the plurality of quantization tables stored in a quantization threshold storage part 288 based on the determination signal, performs multi-value quantization based on the plurality of quantization thresholds in the selected quantization table, and outputs the quantization value as output image data.
