PROBLEM TO BE SOLVED: To provide a device for automatically measuring valve open and close time capable of accurately measuring open and close operation time accompanying an open and close test of a main steam stop valve or the like in power generating facilities. SOLUTION: This device includes; a flip-flop circuit 26 set at start timing of close action by excitation of a solenoid valve driving a main steam stop valve 15 and reset at completion timing of close action by detection of full close of the main steam stop valve 15; a measuring timer 27 measuring time from set to reset of the flip-flop circuit 26; a flip-flop circuit 34 set at start timing of open action by deenergization of the solenoid valve driving the main steam stop valve 15 and reset at completion timing of open action by detection of full open of the main steam stop valve 15; and a measuring timer 35 measuring time from set to reset of the flip-flop circuit 34.
