PROBLEM TO BE SOLVED: To provide a phosphor restraining aging deterioration, while maintaining luminescent brightness in a conventional level, in the phosphor having negative surface chargeability. SOLUTION: An oxide 2 containing boron is uniformly distributed or coated on a surface of a manganese-activated zinc silicate phosphor particle 1, onto the phosphor comprising a base material other than borate, by mixing boron oxide, boric acid, at least one of the borates, and the phosphor comprising the base material other than borate, subjected to heat-treatment at 600°C or higher. The phosphor is thereby restrained from being deteriorated caused by collision of ions, and a seizure phenomenon caused by the aging deterioration is prevented by using the phosphor as a phosphor for a plasma display panel.
