A data transmitting apparatus in a communications system and a method thereof are provided to improve the performance of the mobile communications systems and divide channel-encoded data sequence into a sub block. Cannel encoders(910,911) outputs the bit channel-coding data for transmitting and encoding data into channel. Rate matching units(920,921) match the encoded bit in order to be suitable for data transfer rate. A distributing unit(950) distributes a bit into the sub block. Interleavers(940,941) interleave data divided to the sub block. A modulator maps a symbol according to the set up in a modulation system.
