<P>PROBLEM TO BE SOLVED: To provide a method for more quickly building wind power energy facilities at lower cost. <P>SOLUTION: According to the method for building a tower arranged on the foundation and the wind energy facilities provided with a power module, the power module is mounted on the tower foundation before the tower itself is built. The power module includes a transformer, and other electric devices such as an inverter and a switch cabinet as option.
