PROBLEM TO BE SOLVED: To provide an inexpensive and high performance heat exchanger, and a heat usage device (such as a water heater) equipped with this heat exchanger, easy in manufacture, without leakage of a refrigerant, rich in recyclability of a construction material, and having high reliability and productivity. SOLUTION: This heat exchanger 1 has a refrigerant pipe 10 formed in a zigzag shape, water flow passage sheets 20L and 20U forming a zigzag water flow passage 25e of mutually joining (sticking) two resin sheets 21 and 22 in a plurality of parallel joining lines 24 spaced at a predetermined interval, and a storage case 30 storing these members. When supplying water to the water flow passage sheets 20L and 20U, heat exchange is performed with the refrigerant flowing in the refrigerant pipe 10 by sandwiching the refrigerant pipe 10 when the water flow passage 25e of the water flow passage sheets 20L and 20U restricted by the storage case 30 (an under surface 31, and an upper surface 32), expands to the refrigerant pipe 10 side.
