PROBLEM TO BE SOLVED: To dispense with surplus preparatory work of finding a forming (drilling) position of a through-hole 37 by a trial and error method, to enhance working efficiency. SOLUTION: Bending work of generating irregular stretching in a blade raw material 11 is carried out in prior to formation of the through-hole 37, since a punch 38 is penetrated through the blade raw material 11 by moving the punch 38 by a cylinder 43, after the blade raw material 11 is bent by a bending means to be deformed into a final bent shape, the position of the through-hole 37 is not affected by the stretching, as a result thereof, and the blade raw material 11 is surely formed in a normal position.
