PROBLEM TO BE SOLVED: To provide a non-hydrolyzable functional organophosphorus compound having a plurality of epoxy groups effective as a reactive type flame retardant for particularly an epoxy resin and a precursor thereof, and to provide a flame-retardant resin composition comprising the same. SOLUTION: The non-hydrolyzable new functional organophosphorus compound represented by general formula (1) [wherein, R<SP>1</SP>represents a phenyl group, a 4-cyclohexenylmethyl group or a 4-(1,2-epoxycyclohexyl)methyl group; and R<SP>2</SP>and R<SP>3</SP>represent each a 4-cyclohexenylmethyl group or a 4-(1,2-epoxycyclohexyl)methyl group] and having a plurality of unsaturated groups or epoxy groups is provided.
