PROBLEM TO BE SOLVED: To provide a magnetic device comprising a thin-film type magnetic element which can be formed with the use of a thin-film manufacturing technique and requires no applied bias magnetic field, and a pickup coil capable of detecting a change in characteristic of the magnetic element because of a change in outside magnetic field as a change in voltage. SOLUTION: The magnetic device 10 related to this invention comprises at least: a first substrate 11; a first magnetic element 13 arranged on one surface side of it; a first conductive layer 12 and a second conductive layer 14 on the surface side overlapping and sandwiching the first magnetic element and arranged respectively through a first insulating layer 21 and a second insulating layer 22; and a third insulating layer 23 arranged so as to cover the second conductive layer and the second insulating layer. Further, the first conductive layer and the second conductive layer are electrically connected to form a coil shape, and the first conductive layer, the second conductive layer and/or the first magnetic element are electrically connected to the outside through through-holes 16, 17 having opening parts to the external surface of the third insulating layer.
