PROBLEM TO BE SOLVED: To solve the problem that it is necessary to construct a redundant configuration in such a system that a plurality of pieces of OS coexist at each OS since service provision in an IP network is performed by the system due to various reasons such as service contents or the diversity of a maintenance operation. SOLUTION: When a system for providing service is configured of a plurality of types of OS, the plurality of types of OS are simultaneously operated on one stand-by system server 400 equipped with a virtual control part, and when any failure occurs in an operation system server 30, and system switching from the operation system server 30 to the stand-by system server 400 is necessary, the discrimination of the operation system server 30 where any failure has occurred is performed by a virtual control part 410 of the stand-by system server 400, and processing is succeeded to a switching control part 33 on proper OS on the stand-by system server 400.
