PROBLEM TO BE SOLVED: To provide a heat insulating waterproof board for tunnel, capable of enhancing heat insulating effect or fixing effect while reducing the number of part items and the man-hour of work. SOLUTION: The heat insulating waterproof board to be laid over the inner wall surface of a tunnel by fastening of an anchor bolt and a nut comprises: a rectangular heat insulating layer 2; a waterproof layer 4 which is fixed to the reverse side of the heat insulating layer 2 and includes a long-side joint part 5A and a short-side joint part 5C provided on the side of a set of adjacent long side 3A and short side 3C of the heat insulating layer 2 so as to extend outwardly from the edges of the heat insulating layer 2; and a plurality of lengthy float seats 8 extending longitudinally in parallel to each other, which is fixed to a fastening part of the anchor bolt and nut on the reverse side of the waterproof layer 4.
