PROBLEM TO BE SOLVED: To obtain a satisfactory sideways flow preventive effect by effectively reinforcing the banking support ground by improving soil having a low improvement rate. SOLUTION: A soil improvement body 3 supporting at least the peripheral edge part of a banking 1 is constructed in the banking support ground 2, a tension member 5 is disposed along the direction of causing a sideways flow in a base layer part of the banking or a surface layer part of the banking support ground, one end of the tension member is fixed to the upside of the soil improvement body, and the other end of the tension member is fixed to the upside of the other soil improvement body. A core material 6 made of steel material is integrally fixed to the upside of the soil improvement body, the tension member is connected to the upside thereof, and the tension member is fixed to the soil improvement body through the core material. The middle part of the tension member is supported by the other improvement body (a soil improvement pile 7). A batter pile formed of a soil improvement body is provided on the side of the outside or inside of the soil improvement body supporting the peripheral edge of the banking, and the upside of the soil improvement body is supported by the batter pile.
