PROBLEM TO BE SOLVED: To mount a heat-insulating composite panel in a tensioned state in a uniformly flush manner without use of an adhesive and without reference to unevenness in an exterior concrete wall, in a construction method for externally mounting the adhesion layer-type heat-insulating composite panel around the exterior concrete wall of the reinforced concrete building. SOLUTION: In this construction method for externally mounting the composite panel on the exterior concrete wall, the composite panel 1 at the lowermost end is supported by an angle-shaped panel retainer fitting 7A which is fixed to a concrete frame CF; when the respective composite panels 1 are provided in a tensioned state on the exterior concrete wall W, a post-driven anchor 4C, the rear outer periphery of which is equipped with a threaded surface 4S, is driven into the exterior concrete wall W; a steel pad 4B, from which a protrusion 4K equipped with a threaded hole H4' is protruded, is screwed into the rear threaded surface 4S of the post-driven anchor 4C, so that a flat board 4F of each steel pad 4B can be positioned in a flush manner while being measured; inner surfaces of the composite panels 1 abut on the flat boards 4F of the steel pads 4B so as to be arranged in the state of being flush with one another, respectively; and the composite panels 1 are fixed to the steel pads 4B by internally screwing a continuous screw 4A from a surface, respectively.
