An image forming apparatus and a method for improving print quality are provided to apply the weighted value according to the location of the standard pixel, and generates a plurality of gradation level using the weighted value, thereby improving print quality. An image forming device(300) comprises a window controller, a weighting value generating unit(330), and a controller(340). The window controller produces the window of the set size by using the LPI(Lines Per Inch) of the dithering mask and angle, and detects the location of the center standard pixel within the window and the neighboring standard pixel(320). The weighting value generating unit applies weighing value to each standard pixels according to the detected location of a plurality of neighboring standard pixels and center standard pixel(330). The controller decides the dot size of the center standard pixel using the weighted values corresponding to the center standard pixel and the location of the black pixel among the neighboring standard pixel(340).
