<P>PROBLEM TO BE SOLVED: To prevent leakage of information by enabling or disabling reproduction of a recording signal recorded in an information recording medium. <P>SOLUTION: An information recording and reproducing device records data with a recording strategy A where a recording characteristic is improved and reproduction is enabled in sections A to C and sections F to I of an optical disk when recording data, and records data with a recording strategy B where a recording characteristic is degraded and reproduction is disabled in sections D to E. Next, the information recording and reproducing device performs overwrite with recording power of fixed magnitude for the sections D to E when reproducing data.
