PROBLEM TO BE SOLVED: To provide an optical element composed of a liquid lens capable of eliminating a trouble caused by a rapid temperature rising, and to provide an optical scanner. SOLUTION: The focal length of the liquid lens 14 is varied by deforming the shape of the boundary face S between an electrical conductive liquid 40 and an electrical insulating liquid 42 by the electrowetting phenomenon. Transparent plates 44 and 46 pinch and hold the electrical conductive liquid 40 and the electrical insulating liquid 42.
