PROBLEM TO BE SOLVED: To provide a technique for reducing a conflict probability in a communication band, and suitably assigning a transmission period according to the variation of a data transmission rate of a terminal. SOLUTION: The communication system comprises a communication control device and a communication terminal device. The communication control device assigns the transmission period to allow the data transmission to the communication terminal device, and the communication terminal device transmits data during the assigned transmission period. The communication control device is provided with receiving means for receiving a parameter related to the variation characteristics of the data transmission rate, and determining means for determining the transmission period assigned to the communication terminal device having transmitted the received parameter, based on the magnitude of the variation of the transmission rate estimated based on the parameter.
