PROBLEM TO BE SOLVED: To provide a coating liquid for forming hollow silicone particle-based film, exhibiting a low refractive index, excellent in productivity, and transparent, and to provide a substrate with film, having a low refractive index and excellent in scratch resistance. SOLUTION: The coating liquid for forming hollow silicone particle-based film comprises a hollow silicone particle-based particle (A) having a (meth)acryloyl group and/or a vinyl group and a matrix (B) having a (meth)acryloyl group and/or a vinyl group.
