PROBLEM TO BE SOLVED: To provide a waste throwing apparatus and an underground waste storage having the waste throwing apparatus for preventing discharge of odor. SOLUTION: The waste throwing apparatus is equipped with a pair of first upper lids 43 openable and closable in a gate fold manner on opposite sides of a throwing opening 41, a first open and close drive device 44 driving the first upper lids 43 for open and close, a second upper lid 51 sliding blow the first upper lids 43 for opening and closing the throwing opening, a second open and close drive device 52 driving the second upper lid 51 for open and close and an open and close control device. The first open and close drive device 44 and the second open and close drive device 52 are operated by the open and close control device so that in operation for starting waste throwing, completion of throwing opening close by the second upper lid 51 is faster than completion of throwing opening open by the first upper lids 43 and in operation for terminating waste throwing, completion of throwing opening open by the second upper lid 51 is faster than completion of throwing opening close by the first upper lids 43.
