PROBLEM TO BE SOLVED: To provide a water control element installing device capable of facilitating installation of a water control element in a casing and setting the axis of a rotary shaft to any direction as desired. SOLUTION: The water control element installing device is used for installing in the casing the water control element having at least the rotary shaft 13b and a valve element to work with rotation of the rotary shaft 13b, in which the periphery of a fluid pipe is surrounded by the casing at least having a split structure and the fluid pipe portion existing within the casing is cut by a pipe cutting means in the condition that the water is left flowing, wherein the casing is furnished with a through hole 2d to admit threading of an operating shaft 21, and the operating shaft 21 and the rotary shaft 13b are provided with a pair of engagement parts 21b and 13d to engaging them 21 and 13b with each other around the axis, whereby the valve element is put in operation through the rotary shaft 13b by turning the operating shaft 21.
