PROBLEM TO BE SOLVED: To obtain a base-isolating device which enables the inexpensive application of rustproofing treatment to a sliding contact portion. SOLUTION: In a shear key 26, a protrusive streak 27 is formed at a portion fitted into an upper keyhole 24, that is, the top of the outer periphery of the shear key 26. The protrusive streak 27 which has the side of the outer periphery of a lateral cross section formed in an arc shape (round shape) is constituted in such a manner as to make a round in the circumferential direction of the shear key 26. A key-side contact member 28 which is composed of stainless steel is mounted to the outside of the protrusive streak 27. The key-side contact member 28 is formed in an arc shape (round shape) so as to be capable of covering the outside of the protrusive streak 27. A hole-side contact member 25 is mounted to a lateral inner wall which constitutes an upper keyhole 24 of an upper shoe 20, that is, in a position to face the key-side contact member 28.
