PROBLEM TO BE SOLVED: To provide a rigid polyurethane foam composition that enhances initial foaming property in a low temperature environment and adhesiveness to an object, realizes decrease in the density of the foam and prevents peeling of the foam from the object, imparts appropriate softness to an obtained rigid polyurethane foam and improves work efficiency in a cutting process after application (after foaming and curing), and to provide rigid polyurethane foam by foaming and curing the above rigid polyurethane foam composition by a blow-foaming method. SOLUTION: The following composition is employed as a rigid polyurethane foam composition. The composition contains at least (A) a polyisocyanate component, (B) a polyol component containing Mannich polyol by not less than 50 mass%, (C) water, (D) at least one kind of foaming agent selected from a group consisting of alkali metal salts of 12-18C aliphatic carboxylic acids, and (E) an amine-based foaming catalyst.
