PROBLEM TO BE SOLVED: To enhance the efficiency of a process for reducing the volume of refuse of the whole waste disposal site by excavating and forming non-discharge consolidation holes in the waste disposal site, and filling the consolidated excavation holes with surface refuse. SOLUTION: An excavation apparatus is provided with an excavation mechanism at the end of a large bore casing 11, having an end part of a reverse truncated conical shape provided with a spiral excavating protruded strip 125 with excavation bits 126 on the periphery, and excavation bits 126 having a spiral blade 127 with a shaft part for pushing up and a plurality of consolidation plates 128 provided on the periphery, holding the casing and rotatingly excavating. With this apparatus, excavation work forming excavation holes with no discharge, and refilling work scraping and charging surface refuse into the excavation holes by a backhoe and compacting with a weight suspended by a crane to fill the excavation holes with refuse, are performed immediately after the excavation work.
