A developing unit and an image forming apparatus having the same are provided to regularize the pressurized distribution without a crown processing for restricting a developer layer. A developing unit develops a visible image in the sensitization media(10). A toner of the predetermined color is filled at a housing(21). A development roller(23) is installed at the housing around the first axis of rotation with being in opposite directions in the sensitization media. A restriction roller(25) restricts the toner supplied to the recall phenomenon roller and forms the uniform toner layer on the recall phenomenon roller.
