PROBLEM TO BE SOLVED: To provide a cutting data making device and a cutting data making method each for cutting a padding cloth, facilitating folding a padding cloth. SOLUTION: The cutting data making method includes inputting a pattern of a padding cloth to be used through folding in the middle, inputting a fold line on a fold position of the padding cloth, setting a cutting line along the input fold line at every constant interval, and drawing a cutting line on the external shape of the padding cloth and drawing a cutting line along the input fold line at every constant interval, based on the padding cloth pattern, the fold line, and the cutting line setting performing input along the fold line at every constant interval.
