A method and an apparatus for encoding and decoding data, a storage medium and a storage medium driving system thereof are provided to minimize error correction failure rate for data and improve creditability of data by executing error correction via using an extra parity ECC block. A method and an apparatus for encoding and decoding data, a storage medium and a storage medium driving system thereof comprise the steps of generating n-ECC(Error Correction Code) block for a user data, and generating at least one extra parity error correction code block for the n-error correction code block(110). Therefore, the creditability of data is enhanced by correcting the error through restoring the user data block included in the corresponding ECC block even if the 32-line error is generated.
