<P>PROBLEM TO BE SOLVED: To provide a film having a hard coating layer, which is excellent in inter-layer adhesion power in addition to an optical function, mechanically and chemically stable and highly durable and for which manufacture efficiency is excellent and the assembly efficiency of a display device or the like is excellent since a curling phenomenon hardly occurs, and a product to which the film having the hard coating layer is applied. <P>SOLUTION: For the tacky power to a transparent base material of a primer layer, 180 degree stripping power based on JIS-Z0237 after piling up the primer layer formed by the film thickness of 0.1-1μm on one surface of the transparent base material and the transparent base material and pressurizing them with the pressure of 1 N/cm<SP>2</SP>under a normal temperature is 0.001-4N. Also, the hydroxyl value A(KOHmg/g) of a resin composition before hardening of the primer layer is 3≤A≤50 and the hydroxyl value B(KOHmg/g) of the resin composition before hardening of the hard coating layer is 30≤B≤200.
