The external building wall insulation system has an external skin of cellular blocks (2) defining a cavity outside the internal structural wall (1). The cavity is filled with insulating material (3) as work proceeds. The foundation of the building is stepped out (4) to provide support for the external skin (2). The footing may include a reinforced concrete ring beam (4) of sufficient width to accommodate the outer skin (2) and the filled cavity (3). The ring beam (4) may also serve as a setting out frame and may be capped by an anchored (5) metal flashing section (5). A timber strake (6) form a bearing for the cellular blocks (2). Metal flashings may also be used to seal windows sills (7) and lintels.
