NEW MATERIAL:A beta-oxy-alpha-methylenepropionic acid shown by the formula I (A is benzene nucleus-containing group such as fluorophenyl, methylthiophenyl, naphthylaminophenyl, or biphenyl, or tetrahydronaphthyl). EXAMPLE:2-Methylene-3-(4-fluorophenoxy)propionic acid. USE:Useful as a herbicide or plant growth regulator. Excellent for controlling the growth of plant. PREPARATION:A phenol shown by the formula II is reacted with beta, beta-dibromoisobutyric acid in a solvent such as ethanol, etc. in the presence of preferably three times the molar amount of NaOH, to give a compound shown by the formula I .
