PURPOSE:To consistently prevent wetting with liquid of surface of a nozzle by a method in which the outer and inner surfaces of a nozzle are activated ionically and at least a part of a wetting inhibitor contained in the surrounding liquid is selectively adhered to the surfaces. CONSTITUTION:The inside region 50 and outside region 55 of a nozzle 20 among the surface 40 are treated with an adequate ion. When the regions 50 and 55 require cation, where the surface 40 is silicon oxide, P type ion, e.g., boron, etc., is implanted with a charge density of 1X10<14>Coulomb/cm<2>. A long-chain anionic wetting inhibitor is dissolved in a liquid 10. The wetting inhibitor contains sodium salt of carboxylic acid of hydrocarbons, etc., which has negative charge and is attracted by the regions 50 and 55 on the surface of the nozzle having positive charge in the presence of cation.
