PURPOSE:To apply an adhesive over the entire area of a panel without leaving a cavity by setting a film-shaped electronic parts between a pair of panels together with dropping of an adhesive serving as a filler and using a pressure matter moving from an end to the other end to give pressure to the upper panel. CONSTITUTION:An adhesive 16a is dropped to plural areas along the front side edge against the feeding direction of a film material at the area of a front panel 1a. Then a back panel 1b is put to the front panel 1a. Both panels 1a and 1b move over the panel 1b from one end to the other end of the panel 1b while keeping a fixed level by means of a pressure roll 108 which is revolved in the moving direction of a drive mechanism and synchronously with the moving speed of said drive mechanism. The areas around the panel 1b and a back film 15 are pressed to a film material 13a from above by means of a pressing tool 109. Thus the entire circumference of the film 15 is adhered to the material 13a.
