PURPOSE:To provide a titled device which realizes a shorter line by combining integrally an uncoiler mechanism which supports and turns a coil material and uncoils the material and a guide mechanism which conducts spirally the uncoiled coil material perpendicularly to the delivery direction and loops the coil material. CONSTITUTION:An uncoiler mechanism which supports a coil material 7b by a shaft 15 and uncoils said material by turning the material and a guide mechanims which guides spirally the uncoiled material 7a perpendicularly to the delivery direction by rollers 39, 33, 27 and delivers the material by delivery rollers 28, 29 are combined into an integral unit. The loop forming mechanism is united to the uncoiler and therefore the floor area of the installation is decreased and the working line is made shorter.
