PURPOSE:To allow a ship to thoroughly reduce its speed and stabilize the operation of a fishing ship by outwardly rotating simultaneously two stacked rudder plate members pivotally supported at one end and applying large resistance to the stream from a propeller. CONSTITUTION:During the normal navigation, the left and right rudder plate members 3c, 3d are closed and are rotated to the left or right with the rudder shaft 4 serving as axis, thereby they can turn the ship with no difference from a conventional rudder plate 3. During the fishing operation, the rudder plate members 3c, 3d are opened to the left and right, thereby the stream fed by a propeller 2 hits the rudder plate members and is prevented from flowing backward, and it is allowed to flow to the left and right. Accordingly, an effective propelling force is not generated, and a sufficiently slow ship speed can be obtained, thus a fishing ship can perform a stable operation.
