PURPOSE:To improve service deterioration for subscribers at the time of congesting conditions by reducing each channel bit rate contained in a digital relay line and increasing said channels. CONSTITUTION:When congested information is transmitted from a congesting signal line 41, a controlling part 9 of a digital exchange 11 drops each channel bit rate contained in a digital relay line 21 from 64K bits to 32K bits, enabling storage of 60 channels. The same action is executed in a digital exchange 12 transmitting the congested information. As a result, traffic carries by the relay line 21 largely increases, thereby reducing chances to make call detouring, with respect to not only a subscriber 32 stored in the excange 12 but also a subscriber 33 or 35 to be stored in other digital exchange 13 or 15 passing through the relay line 21, thus ensuring smooth processing. |
