The apparatus comprises a reel cap adapted to cooperate with the hole used for rotating the reel. The reel cap is both rotatable about an axis and slidable along this axis. Gearwheels are provided; one for rapidly rotating the reel cap and another one for slowly rotating it. Another gearwheel is provided for coupling the reel cap and the rapidly rotating gearwheel when the reel cap slides in one direction. Another gearwheel couples the reel cap and the slowly rotating gearwheel when the reel cap slides in another direction.
