PURPOSE:To decrease the probability of crosstalk due to duplication of transmission even to a vehicle incoming in the same running speed entirely at the same time by transmitting a vehicle specific code from each vehicle in a set delay time in terms of random number independently of each vehicle. CONSTITUTION:An on-road equipment transmits a trigger code TRG. Each on-vehicle equipment receives the trigger code TRG and recognizes it, and then transmits the vehicle specific code IDN at a time interval selected in terms of random number at each time for plural number of times. An on-road equipment receiving the same vehicle specific code IDN for two times or over is subject to error control by collation for many times. Then the vehicle specific code IDN of each vehicle is recognized to set a correspondence block of specific information of each vehicle from an on-road equipment to an on-vehicle equipment and from an on-vehicle equipment to an on-road equipment.
