PURPOSE:To enhance efficiency without limitation of the caliber of a pipeline, by using a rubber balloon as a pig moving through the pipeline. CONSTITUTION:When the balloon pig 1 mounted in a pipeline (a) is moved through the large diameter part a2 of the pipeline (a) by operating a rope 3, the coating material 4 allowed to fill the pipeline is also moved with the movement of the balloon pig 1. At this time, the balloon pig 1 receives the resistance of the material 4 and stretched until brought to the equilibrium state with said resistance to be reduced in diameter and a peripheral gap 5 is generated between said balloon 1 and the large diameter part of the pipeline to apply the coating material to the inner surface of the large diameter part a2 of the pipeline (a) through said peripheral gap 5 to form a film 6. The desired open width of the peripheral gap 5, that is, the desired thickness of the film 6 is obtained by appropriately selecting the inner pressure and moving speed of the balloon pig 1.
