PURPOSE:To perform handling operations at each floor inside a hold in an efficient manner, by installing plural traveling rails in a hold height direction, while installing a connecting rail connecting interval among these traveling rails liftably, and setting a handling device to a frame being free of traveling on each rail. CONSTITUTION:Plural traveling rails 13-15 are installed in a height direction as adjusting to each of decks 2 and 3 inside a hold 1. Just under a hatch opening 5, each of these traveling rails 13-15 is notched, and a connecting rail 16 connecting each interval among these traveling rails 13-15 is liftably installed. A frame 45 is installed free of traveling on each rail, and furthermore a handling device being free of turning and lifting movements is installed in this frame via a slide frame 46 and a traversing trolley 58. With these traveling rails 13-15 and the connecting rail 16, the frame 45 provided with a handling device is made shiftable to each of decks 2 and 3 inside the hold 1, thus handling operations are efficiently performable.
