PURPOSE:To prevent spark discharge from being entailed, to reduce the size of an electrostatic discharging device, and to use it at a low applied voltage by applying a voltage between a conductor which is arranged nearby and coated with a resistor and a discharging electrode. CONSTITUTION:The distance between the discharging electrode 1 and a body 4 to be charged is set to 2.5mm and a voltage applied of -3.1kV is applied to the discharging electrode 1 to flow a current of 30muA per cm of the electrode 1 to the resistor 2, so that when the distribution of a discharging current is considered, a voltage of up to 200V is developed on the surface of the resistor 2. The value of a voltage drop across the resistor 2 is preferably >=10% of the difference between the applied voltage and a discharge starting voltage so as to prevent spark discharge from being caused; and a voltage drop 200V caused across the resistance 2 is >=10% of the difference 450V between the applied voltage and discharge starting voltage, thereby realizing sufficient spark discharge prevention.
