PURPOSE:To obtain the titled apparatus excellent in oxidation resistance inexpensively, by using a light metal or a synthetic resin as a base material of a plasma injection pipe. CONSTITUTION:When a drive motor is operated in a state in which a bumper B is mounted on each hunger 7, a rotary shaft 5 and supporting discs 6a and 6b are rotated by a force given through a driving gear 16, a transmission gear 14, a chain wheel 13, a chain 15 and a chain wheel 12, and at the same time each hunger 7 turns around its upper end relatively to the discs 6a and 6b, so that the bumper B can be kept in a horizontal state even when the discs 6a and 6b are being rotated. In this state, the surface of the bumper B is uniformly activated by injecting oxygen plasma gas through injection openings in a plasma injection pipe 17 made of a light metal (e.g., aluminum) or a synthetic resin (e.g., PP). |
