PURPOSE:To obtain sharp images having no irregularity in density by performing preliminary electrostatic charging and preliminary exposure to the same polarity with primary electrostatic charging for uniform electrostatic charging for latent image formation as the preprocessing of the primary electrostatic charging. CONSTITUTION:A preliminary electrostatic charger 2b is minus as well as a primary electrostatic charger 2a and exposure is carried out by a preliminary exposure lamp 8 from behind the preliminary electrostatic charger 2b. Preliminary exposure light is converged by a condenser lens 9 in a cylindrical shape and a light shield member 2c is provided between the partition plate for the preliminary electrostatic charger 2b and primary electrostatic charger and a photosensitive drum 1 so as to prevent the light of the preliminary exposure from leaking to the primary electrostatic charger 2a. Consequently, a plus electrostatic charging memory is charged preliminary in a transfer process and discharged by the preliminary exposure, and further charged uniformly by the primary charger 2a newly, so sharp images having no irregularity in density are formed.
