PURPOSE:To reduce the picture deterioration of a fine pattern part by obtaining the picture feature quantity of a prescribed width, deciding the number of thinning of data depending on the quantity and deciding the parts of thinning depending on a random number. CONSTITUTION:An original picture 7 comprised of digital picture is obtained while the standard deviation in the 2-dimensional area of a prescribed width (e.g., 25 addressed in the X direction) is deviated sequentially and the standard deviations P1-Pn are used as picture feature quantities 8 as to all sections of the original picture 7. Then the number of thinning as to the said area is decided from the mean value of the standard deviations in the section corresponding to the area. Further, a random number table 9 is used to decide which part of data of the original picture 7 is to be thinned. Through the decisions above, the data of the original picture 7 is subjected to interleaving processing and compression to form a compressed picture 11. The information of compressed data, thinned number and thinned parts is stored in the memory device 1.
