PURPOSE:To reduce the generation quantity of ozone and to uniform an electrostatic charging potential by providing a means which detects a current flowing between a DC bias voltage applying means and the ground and controls the detected current to a constant value. CONSTITUTION:A voltage generated by a DC self-biasing circuit 8 develops a voltage (varying with a load) of about 2Em across a capacitor C2. One terminal of the capacitor C2 is connected to the discharging electrode of a fixed discharging element 5 and the other terminal is grounded through a resistance R2 for bias current detection; and almost all of the voltage of 2Em is therefore used to charge a body 6 to be charged electrostatically and a current flowing through the resistance R2 is all an electrostatic charging current. The variation of this current is detected through a lead wire 9 to operates the output voltage of a high-frequency, low-voltage driving circuit 12 through a DC/DC converting circuit 10. Consequently, the electrostatic charging current is controlled regardless of environmental variations in temperature and humidity and input variations to perform stable electrostatic charging and discharging.
