PURPOSE:To exactly and easily understand a receiving completion state, even when a noise, etc., are generated, by deciding the receiving completion of a binary signal, based on the detecting state of a specific flag and a carrier signal. CONSTITUTION:The titled device is provided with a first means for detecting a specific flag which is transmitted in relation to the final frame, a second means for detecting the existence state of a carrier signal, and a deciding means for deciding the receiving completion state of a binary signal in response to the outputs of the first means and the second means. In such state, in accordance with the detecting state of the specific flag such as a closed flag, etc., and the existence state of the received carrier flag, whether reception of the binary signal is completed or not is decided. In such way, even if a noise, etc., are generated, the receiving completion state of the binary signal can be exactly decided.
