PURPOSE:To correctly and speedily move a rotor to a target position by performing speed control during a decelerating operation according to load fluctuation of the rotor. CONSTITUTION:A motor M, is attachingly provided with a rotary encoder E which rotates synchronously the rotation of the motor M. By the use of the rotary encoder E, speed is detected on the basis of the number of pulse signals outputted per unit period, the position is detected by integrating the number of pulse signals, and load is detected on the basis of the speed and position signals, so that speed control during a decelerating operation is performed according to load fluctuation of a rotor 4a. Therefore, the speed control during the decelerating operation is suitably performed irrespective of load fluctuation of the rotor so that the rotor can be correctly and speedily moved to a desired target position within a limited period.
