PURPOSE:To obtain an accurate and easy control by preventing a various kinds of codes from being generated erroneously, by obtaining a transmission signal by generating and synthesizing fixed various kinds of codes corresponding to the address of a memory in which a control signal is stored. CONSTITUTION:A control instruction detecting and storing part 7 stores a selection code SE, a control code SC, a control under execution bit IS, an equipment state signal IR, and an auxiliary code bit D supplied from a code conversion part 6 as one word, by allocating them to specific addresses on a memory 7 respectively. A code generation processing part 9A generates the codes of a slave station address and a slave station position to specify the controlled object equipment of the control signal concerned from the address by which a control under storage signal SC is read out selectively from the storing part 7 at a code generation circuit 21. Also, a latch circuit 22 reads out the control under execution bit IS stored in the same address, and a latch circuit 23 reads out the auxiliary code bit D, and a desired transmission format can be obtained by synthesizing the control signal from the code generation processing part 9A and the various kinds of codes at a code synthesizing part 9B, and furthermore, adding a synchronizing signal.
